1. Rules?... There are none. Neutral City was aptly named. Playing God? Warping reality? Messing with the laws of time and space? Whatever you can imagine is possible, and this is the area to do it. No Dead Zones, no protection fields. Anything goes.
NOTE: Until enough people join or take interest in this city, (6 at the least) there will be no Boss. No "taking over" the city... yet. When enough people become involved, a Boss will be sorted out through several rounds of organized fighting. While the city is open to Role Play and fight in, no specific areas or rules will be added until a Boss is elected.
