Name: Bell and Collar

Description: A one inch thick black leather collar with a gold buckle from which a large circular golden bell hangs. Each spot of the bell has tiny runes that can be activated with nothing more than simple touch or flick; the ringing of the bell activating the power locked within the rune.
Abilities:
Immunity: None of the chimes or abilities of the bell can effect Sicarius without her own free will dictating otherwise: making her immune from her own item being used against her.
Sentience: In the words of Sicarius "This is mine. This is not yours. This will not work for you. Fuck off." The collar knows the wearer (Sicarius) and will only respond to her. Even if someone got close enough to flick the bell it will have no effect outside of making an adorable little chimming sound. This sentience also goes as deep as the collar being unable to be removed by anyone but Sicarius; even cutting away at it has no effect as it will simply not break - it's like hitting the hardest substance in the world - even if a knick were to appear it would simply 'heal' itself.
Summoning: Sicarius is capable of using the bell by flicking it on the bottom-most spot (the 'six' on a clock) to summon her brother, Nova.
Chimes of Madness: By flicking the bell on the left side (the three on a clock) the bell begins to ring; something that has a chain reaction. For anyone not already gifted with madness, or immune to such mental invasions, one bell will be multiplied by two, that will again be multipled by another two, and so on and so forth as each passing second until nothing but the chimming of bells can be heard. This causes at first the inability to focus making casting spells impossible (Post 1), followed by the inability to move or function properly (Post 2), and finally to a complete catonic state for anyone caught in the magic of this chime. It is rumored that Sicarius can even reflect the chime to specific people, sparing those she wants from the infliction of madness.
Fear Inducement: By flicking the bell on the right side (the nine on a clock) this ability comes into place: the power to evoke extreme horror and fear in others causing the target’s brain to release fear-inducing chemicals. The victim’s perception may be altered, causing them see their environment as ominous and the user as dark and foreboding, or even seen as a monster. This inducement causes an instant flee response from her target; making them run away and to keep running until their body is incapable of carrying them any longer or until Sicarius leaves the area (thread).
There are also sub powers that become usable with this chime outside of the above listed:
~ Fear Augmentation: enhance any feelings of fear until the victim literally dies of fright.
~ Fearful Scream: scream with fear echoing in every sound-wave.
~ Insanity Inducement: making others feel fear to the point they will become traumatized.
~ Killing Intent: control one's own killing intention and use it to intimidate the victims.
~ Paralysis Inducement: make the target literally 'paralyzed with fear'.
History: In one of those creepy shops you can only ever seem to find once her father, Maximillian, stumbled across an adorable looking collar with a lovely bell. Knowing his daughter's fascination with things that made chimming noises he bought it for her and had it wrapped up.
When presenting the gift to Sicarius who was three years old at the time the box began to move; and the closer she got to opening it the more it did so. When Sicarius opened the box fully the collar, which she found to be utterly and completely adorable, latched on to her. It took some convincing but eventually she was able to 'talk' the thing into allowing her to remove it from her wrist and put it on her neck which is where it has remained from that day forward.
