I Will Kill You... Birdy... [Open][NR]

Sicarius was seated on one of many of the taller structures in Velo City. She was back far enough so that she couldn't easily be spotted; the mixture of bright sunlight and the shadow she was currently seated in providing extra cover to keep any nosy human who might be passing by down below from looking up and spotting her. Humans just didn't understand that she was in no danger while up here; they just always insisted on shrieking and freaking out regardless while another would go dial 9-1-1 and cause her even more attention she didn't want. So, she was saving herself that issue. 

Though, her location allowed her to see them all perfectly. More than once already the idea had crossed her mind that they didn't know she was there, that they had no clue such a dangerous predator was lurking above them, capable of swooping down and draining one of them dry before they even knew what was happening. Of course... she wasn't about to do that. Why you may ask? That would be because she was currently nomming on a mixture of salmon and corn that was salted and flavored just right; something that had her purring up a storm even though she had yet to realize it. She had stopped in this particularly comfortable spot to have lunch; evident of the small metal lunch-box off to the right of her. To the left of her was a specially made drinking canister; heated to a perfect 98.6 degrees - which of course meant that anyone who knew her would know that it wasn't hot chocolate or coffee in that, but blood.

As Sicarius ate another spoonful of the salmon and corn mixture she noticed a rather large looking black bird perched not too far away from her; the bird was staring her down with an obvious intent of getting at the fish. On instinct she reached up with her free hand, since her food was resting on her lap due to her sitting Indian style, and flicked at the large bell that hung from the collar she wore which cause a tiny chime of a sound: an underlying indication that she planned on assassinating the bird.

The softest chime of a bell, something he unconciously was always on the alert for. It meant that someone, somehwere was about to die. Who it was was always a mystery, and a complete surprise each time; it could be a baker, a school teacher, or a criminal. He wasnt quite sure if anyone else could hear it like him, and if they did, would they put two and two together...

"Excuse me, gentlemen. Just leave the paperwork on my desk, and I'll be sure to look it over." A smile was offered to the men that sat around the council table as the youth stood up. He was grateful for the distraction; tending to matters of the city was tiresome, and it was a constant, daily affair.

After a quick bow to the rest of the council, he retired from the chambers. As the male moved, his mind wandered, escaping his body to wander the city in search of the bell. It wouldnt take him long to find the bell, and the person wearing it; the tiny, cat-like creature that fondly called herself his youger sister. Shifting his body to meet his spirit was easy enough, with a small gust of air, the physical form was pulled through a small spatial rift to meet the spirit. When both had remerged, a head reached out to pat the head of the female, a grin spreading on his face.

As she was taking yet another bite of the delicious mixture of salmon and corn she felt the familiar pat on her head that indicated her brother had arrived. She always knew when Nova was around; that was unless he was purposely hiding himself. She glanced up to him with a gentle smile, which of course faded the very second her attention shifted to the bird that was hopping closer; in which case her look turned to one of murderous contempt.

"The bird keeps eying my salmon.. I'm not one to easily share.", she explained, figuring he was here likely because he had heard her flick her bell in agitation. "'Cept of course if you want some." With that said she continued to look at the bird, glaring at it. The bird continued to hop closer, inciting a very violent and angry sounding growl that quickly formed into a very territorial hiss from the young salmon eating female.

The bird, realizing what it was facing, took off into the air; flying several times around in a circle before darting off to the nest nearby that it called home. Sicarius continued to glare after it until she couldn't see it anymore, in which time she then turned her attention back to her brother; a smile forming once more on her face. "So, how was your meeting?" Annnnd another bite of the salmon mixture went into her mouth, which she chewed silently as she waited for an answer.

At the offering of the salmon mixture, Nova shook his head. He was not hungry, despite not haven eaten for several days. These days.. he assumed he was becoming more like his father; rather than drinking blood or 'normal' food to survive, he was absorbing energy from the world around him to sustain his body. So far, it seemed to be working; he'd gone a full month without a blood craving. Even the cup of blood that was near Sicarius held no more appeal to him than a cup of water.

The male shifted his body, rising up and standing straight into a full body stretch.

"So, how was your meeting?"

The elder cringed, thinking back to the details of the meeting. The city council wanted to boost the military might of the city to something more 'respectable' in thier eyes. When Nova inquired as to why, they had brought up some story of how a man had attacked thier city with a dragon until he was killed by a revenge spirit. They didnt want something like that to happen again, so they were practicly begging for a military budget. Nova had been about give a verdict when the chime of the bell has resounded in his ears.

"Boring. They want a military budget, something to help the people feel safe." The male pursed his lips, frowing slightly. "We have the money for it, but a lack of materials. Perhaps... " His voice trailed off, eyes settling on the blue horizon.

After another bite of the salmon mixture she popped the lid back on and slipped it and the spoon she had been using into the metal lunch box that was beside her. She licked her lips for a moment before following her brother's gaze; head tilting to the side as it so often did when her curiosity spiked - the bird all but forgotten for the time being. "Perhaps...?", she asked curiously, wondering where exactly her brother was going with his current line of thinking.

She couldn't blame the people for wanting to feel 'safe', but that safety was a lie. There were so many horrible things in the world, so many things that were out of the control of others, that no human, no matter how many there were, could keep them truly safe. Of course, they would mentally feel that way and thus feel better about the situation, but in the end it would all still be a complete lie. Blinking, she realized she had been rattling off in her brain; she gave a shake of her head as if that would knock the thought away and into the pile of dozens of others that meant little to nothing.

"It's pointless... in the end.", she said to voice her opinion as she picked up the closed container of blood and unscrewed the cap. "If you hire on a bunch of humans it'll make them feel safe; and yet that safety will be nothing more than a lie. Unless each one of those humans is mind fucked into obeying your every whim they'll just get in the way in the end. Hire on a bunch of immortals or whatever and the people find out... they'll complain out of fear, or piss themselves..." She went quiet, sipping at the blood. "Sorry, I know I'm supposed to be helpful... it's just hard when I can constantly hear their thoughts."

Nova nodded to his sister, patting her head again. "Its quite fine, Sic. You're right, unless I control each of them, then they will feel fear. Immortals will just trigger the same response as you said. The only things left to do is to thier leave them defenseless, or handle the issues myself." His face switched to a small frown.

"Maybe... we should let them defend themselves? I don't mean to leave them to flap in the wind; but anyone we allow to 'protect' the citizens must be of the city, and the surrounding countryside." The frown on his face lightened up, slowly morphing into a smile. "They will be protecting themselves -- the people will be thier neighbors, friends, brothers and sisters, mothers and fathers. Even if they do not trust us, they can relate to them." Silver eyes lit up, flashing violet for a brief moment as a gust of wind cirled the tower upon which they stood. "We can start a task force that is meant to police the people. They will report directly to us, and we'll monitor them closely..."

Ears twitched when her head was touched and even more so when he frowned; she didn't like seeing him frown. Her own ears drooped in response, at least until she saw a smile slowly spread across her brothers face and erase the frown. She looked at him with her mismatched eyes, head tilting to the side in curiousity as she listened to her brothers idea. When he was finished speaking she thought it over for a momet, picking and poking at it in her brain for several seconds.

She nodded then in agreement with him. "That would work. Familiar faces they would trust, faces they wouldn't have to fear... and yet we'd be able to keep an eye on them."

Her eyes suddenly glazed over for a moment a rush of information filtering into her brain from her 'other half' or the second half of her that she had created, a clone of sorts, to go investigate the dark area that had appeared and which she had seen through Shinkai Shigai's old survelience systems that showed Sunset Island had moved and been replaced with something that was... creepy? She gave a slight shake of her head. "Hmm... Sunset Island's been moved back a bit... Uncle Alec has returned from this vacation in another dimension filled with... ninjas? I think that's what he said. He's brought with him an entire country; a land of Shadows. He's put it between Edge City and Sunset Island. He's sending his son Junior to Edge City with a girl named Niala to keep watch and control the place, he's staying in Makkura. He.... has a super young little girl named Artemis too, she was born in the other world." Random and sudden information; but that was just how she did things. She never made it obvious when she was investigating someone or something, at least not until she had already done it - hell, she had only spoken out-loud in the off chance her brother had been too distracted in forming his plan to pick up on the sudden rush of information brought on by her other 'half' disappearing.

An eyebrow was raised as the male turned to face his sister. Indeed, he'd been distracted by his own thoughts to notice hers; not that he made it a habit to peer into hers. But the news was interesting indeed; the uncle he'd never met had finally returned, and had brough with him a foreign land, full of people. Talk about a souvenier...

To top it off, he was reliquishing control of Darkman Tower to his son and woman named Niala? "Maybe, we'll take a small trip soon, Sicarius. Visit some family, and make some memories." The smile was back, with a hint of fangs peeking over the bottom lip.

"But as for what I said about the city... we're going to do this. If they are going to complain about a lack defenses, then let us see what they can provide to protect themselves." He straightened his body, looking up at the horizon once more. As he did, thoughts raced through his mind; plots to harness the vast magical potential of this city, bend it to his will and offer the people that lived here what they craved. And there was no short supply; the Tower of the Immortal was literallty built upon deep resevoir of magick. Raw energy permeated the very air; given the proximity, there should be no short supply of the magicly inclined. The rapid production of the revenge spirit that murdered that Company employee was proof of this. But now? It was only a matter of time.

When he got back to his office, he would put out the call; if you showed any kind of magical potential... there was a potential place for you to protect your city.

Sicarius' ears perked up at the mention of taking a trip soon; a smile sliding across her face and her tail swaying from side to side which caused the thin gold chain that hung from it to make a soft chiming noise. She nodded her head in agreement with the idea to go take a trip and make some memories with family members they hadn't had a chance to spend much time, if any at all with.

She closed up the container she had been drinking out of and reattached it to the metal lunch-box. She then listened as her brother spoke about how the plan he had mentioned was the one they were going to do; if people were going to complain about a lack of defenses then it was time to see what sort of defenses they could provide to protect themselves. "Sounds like a plan. If anything it'll keep them from annoying you by constantly complaining. The council will feel like they're in control, at least somewhat.", she said with a shrug. That was the sort of thing that normally kept people from complaining; them feeling like they had enough control. And yet, the group would really have to answer to her brother and herself, which meant they'd have final say and ensure that nothing was going on they didn't want.

Her head then tilted to the side a bit, ears twitching. "Do you have a special name planned for this group?", she asked curiously.

"They can create thier own name; it'll make them feel better about it. Or else, the Council can name them." Nova nodded slowly, reaching up the scratch at the light stubble that was upon his chin. This idea was perfect. Less complaining from the council, who felt that they were powerless mortals in the prescense of a divine -- which was typically true. But there were certain emotions that people developed when they felt they had no say in what when went on in the world around them -- especially when they are deemed to have 'power' over the lives of people. A sigh left him -- he thought he'd selected the council of Velo City with great care. People whom he thought would not let their position go to thier heads.

Or maybe he was looking at it from the wrong prospective. Divinity does not bring wisdom, after all. "We'll call the council to meet tommorow, Sic, and bring up the proposal. Depending on how it goes, we can start the recruiting/training fairly soon." He grinned now, turning away from his sister and opening another spatial portal with the wave of his hand. "I'm going for a walk around of the city. You're welcome to join to join me if you wish..."
